I believe that is the same thing that is cpu-sff is designed for sff systems with lower power requirements. There are plenty of references to that at intel.com
developer.intel.com
developer.intel.com
I am, of course, probably 100% wrong :-))

<edited>Intel® Celeron™ Processor - Low Power
The Intel Celeron processor - Low Power now provides an exceptional value for thermally sensitive and space constrained applied computing applications by combining the optimal balance of cost, performance, and low power. Available now in a small form factor BGA2 package at 400 MHz with 128K of on-die L2 cache, the Celeron processor is manufactured using Intel's cost effective 0.18 micron process and operates at just 1.35V and less than 10.1W of power. These features make it ideal for value-based, low profile, low power applied computing applications, such as data communications, telecommunications, industrial automation and transaction terminals.
