No need to be satirical. In the end you're fighting a losing battle against your own species.
Partitioning and resource management have proven good solutions. Take the Great Barrier reef for example.
There are fishing zones, spearfishing zones, no take zones and stay completely out zones. Same model is being implemented in the Florida Keys. Sure, the old time takers don't like it but since there is no gate on FL the government has to partion things out.
The ANWR, should it be drilled, should be drilled very carefully...zone partitioned under strict observation.
Should be "no go" zones, no hunting, etc...
