They didn't mention any. On the other hand, I was led to believe that IBM is taking the existing PowerPC core as a building block for their dual-core POWER4 silicon.

You were misled. It is a new design. This week's ISSCC paper detailed a 1.1GHz 115W 1.5V .18um version. I think the 7 stage pipeline core you mentioned is the Moto G4e which IBM has nothing to do with. There has been talk of a single core Power4 version for Apple. Probably just talk.
