It sounds like you have been reading the WSJ editorial page. Clinton got lots of things done that his predecessors were unable to do. Most notable:

1. Bring the budget under control.
2. Passage of NAFTA and GATT.
4. Stop Bosnian aggression in Yugoslavia.

He was re-elected (unlike Bush Senior who was elected once, and Bush Junior who never was elected.)

The Republicans in Congress were out to screw him up from day one. On election night 1992, Bob Dole said on television that he had no intention of cooperating with the new President. Dole was running his 1996 campaign for Clinton's entire first term, and his main objective was to keep Clinton from getting anything done.

So enough of the rationalizations. The Reps couldn't stand being out of the Whitehouse, and did everything they could to screw Clinton up. Fortunately for us, Clinton was much stronger, and managed to get the 1993 Deficit Reduction Act passed without a single Republican voting for it.

Can you imagine what a disaster it would have been had that bill not passed?
