Scumbria, Did I say a program? I said leadership. Isn't that what the President is supposed to do? Talk about problems and solutions from his bully pulpit? I agree it is about leadership, but a leadership on part of the traffic division of local (or state) police department. President can talk about conservation in general, but things about managing traffic is something that the Federal government has minimal level of involvement. One thing that the federal government has some say about is the interstate highways, and those have proven to save money and energy, since the cars move fast, at speeds when fuel consumption is minimal, but the speed of getting from point A to point B attracted more people to buy cars and make that trip, so I guess we are back where we started in conservation. (But there is still benefit of having a lot of people pursuing their happiness by driving to point B and back) Joe
