I tried to look up some numbers at the Dutch bureau for statistics (www.cbs.nl), but couldn't find historical rates. In any case the total amount of consumer debt in August 2000 was ca. 15 bn euro (= approx. 3.75% of GDP).

Some consumer debt is tied up in mortgages though (as people here too could mortgage their home for >100%, and benefit from tax deduction of interest at the same time till last year)...
