I honestly don't have a clue. One problem may be that I do not think this is a released product yet. Also, even if (BIG IF) the product is stable, it has been going through various revs.

Motorola got a jump on everybody by building to an early standard ... then had to reup (infra as well as the handset). Can't remember the standard designators.

The low data rate may have something to do with SAR ratings, but it well could have something to do with battery life, and heat generation as well.

As for SAR ... might have been one thing yesterday, another today, another tomorrow. Obviously, it is an issue.

The nomenclature has confused me from day one. I know what the "p" stands for. Still don't know what the difference between the T260/P7389i. Not to familiar with Moto's nomenclature.
