Yes, I've driven those roads many times. There are some pullover areas, but there are also long stretches where it is impossible to pull over. Seems the woman felt threatened and reacted. I don't think anyone should have been charged.

Just over the border in VT the roads are designed with a second lane for the long inclines that shifts to the oncoming side for the long declines.
