You're trying to argue with someone who agrees with you that the budgets are a sham. He wanted increased defense budgets to try to wreck the Soviets in an arms race. The same issue the Chinese are worried about regards the NMD system of Clinton/Bush. I still think the Soviets would've imploded at a later date since they never recovered from the low raw materials prices and weak East European clients resulting from the 1980-1982 recession.
