I would think so as well in that instance. In light of the downsizing going on I would also think that the general mood is one of depression and apathy for those that remain. Work and courtesy both tend to suffer under those circumstances.

A letter via snail mail marked Attention: Mr. President regarding your issues will likely get you some action. It will also likely cost someone else a job. Your call.
