The file vs block "issue" is a red herring. It is the fundamental diff between storage directly attached to the app server versus storage connected via file servers, whether NAS or traditional file serving devices.

Applications do not access files at the block level. Only file copies, file backups, etc., do that. All of those kinds of operations on NTAP files are done at the block level.
