The "was" does not imply that there was a change in the contest rules.

And the fact that you are confused about this and I have a different interpretation of the language being used should have made you think twice about using that trite expression twice in two messages. That idiotic expression was intended for use in comic situations where the interpretation of a fact was beyond dispute, as in "What part of 'No' don't you understand."

The fact that a set of rules misstates something or omits a statement that would clarify the meaning of some aspect of the rules does not mean that the rule changes because the misstatement becomes known or admitted to. The intent of the rules has not changed. Again, anyone who was confused from the start should have asked questions to the point of clarification before jumping in.
