Fairfax is unusual, possibly unique, in having different agencies coordinate in dealing with people who have that type of problem - there is a task force devoted to packrats, although that's not what they call it. I saw a program on the news earlier this week, the woman who is in charge of the task force says that usually people like that will be noticed by one agency, like the fire department, or the zoning commission, or the health department, which will try to deal with them inter-agency. There was an anecdote about one house they cleaned up where the man had stuffed it so full of stuff that it went almost all the way to the ceiling, and when it was all cleared out they found the body of his wife! No foul play suspected, he just added her to the collection of stuff he didn't want to throw away!
