You also have to add conservation. Both are required, and IMO, conservation should be rewarded handsomely up front so we don't have Scumbrias heating houses in California for $300/month with Natural Gas.

Black or white?

We have a choice. Cut consumption or add supply. Various ways to cut consumption. One effective method is a rise in prices. Maybe other incentives. People won't do it out of the goodness for the environment.
