The purpose is not to simply punish the act, but to send send a message that terrorism of a group will not be tolerated. As the act of violence has ramifications beyond the individuals involved, the punishment does, as well. I think it is a means to help our country live together as one better. I realize you do not agree with that. Or, at least, am getting that impression.

p.s. As I said to Karen, I don't like the term "hate" crime. I don't think it covers the intention of the law. And I understand why there is debate on the subject, for a variety of reasons. I think I understand your questioning of the laws, and would just like to address that.
