They are in fear of their safety. So, to me, someone who beats a gay here to tell others to keep quiet, is doing something beyond assault of an individual.

How do you tell the difference between someone beating gays because he hates gays and someone beating gays to tell others to be quiet?

And aren't most murders, rapes, and assaults committed by people the victim knows?

I believe so.

RE: Hate crimes and Bush.

The ACLU put out the commercial about the guy who was dragged to death in Texas with the daughter complaining that Bush wasn't in favor of hate crimes. Now, two out of three of the perpetrators were sentenced to death and one was sent to jail for life. So, even if there was a hate crime with greater penalties, two out of three could not have been given a greater penalty. The only greater penalty that could have been given to the third one was death and guess what? The ACLU is anti death penalty because they consider it racist.
