Actually, there was a plan to create a beach on Hudson River in Manhattan. I guess if EPA goes through, the idea will have to be shelved until the nature can recover from the EPA disturbance.

The PCB levels in the upper Hudson have decreased 90% from the peak and are projected to be within safe levels in about another decade.
