It has nothing to do with more justice. It has everything to do with highlighting an important element of conduct in our society. Society has the ability to prioritize crimes and create any sort of justice system it wants, to create the kind of society desired by the people creating the laws and the people supporting the laws. Theoretically hate crimes send a message about the kind of behavior society will not tolerate. Frankly I think they probably do a lot of good. People seem aware that it is not OK to be racist. That doesn't mean you don't have the free speech right to talk racist- but if you ACT OUT, you will be punished severely. I think that's a good thing.
