IBM has rambled on about doing both 1, 2 and 4 -core versions of the Power4. The 4-core version is the one slated at 115W.

Paul's insinuation: " Looks like IBM has found the key to High Power - 115 watts at 1.1 GHz !!" was clearly that IBM was consuming a heck of a lot for only doing 1.1GHz. Well, they are doing 1.1GHz with 1/4th the power consumption. As usual, Paul is trying to spin something out of nothing. I'm just pointing at the naked emperor.
