I think there's a pretty big difference between a chip company flaunting a chip they don't have yet and a systems builder flaunting a system they don't have yet.

The chip builder only has that one chip and are solely responsible for it working, so they can rightly flaunt it. There's no hiding if it doesn't work, anyway.

The systems builder shouldn't be promoting something they haven't even tested. Since there are multiple suppliers of both chips and chipsets (as well as all other components), there is no reason to "go down with the ship" if the chip or chipset turns out not to work well. They can just go with a different setup.
