Dear Ish: Thats the sad thing about Govt programs. Often their accounting systems are so poor and the quality of their administrative personnell so bad that they are unable to account for how monies are spent. Nothing new there. Years ago, when I was active, I used to audit some groups that got Govt money. (If you get a Govt grant or such you are required to have an audit by O/S CPA program to vouch that the money was spent ONLY on that program) Of course, knowing they would be audited they were careful, but alas the Govt only answers to the GAO (Govt Acct Off) and they do not have the resources to audit it all. Ever since FDR when the US govt began to become BIG BROTHER and took over more and more of services previously supplied by the private industry the services have grown and the accountability has shrunk. At a minimum inefficiency is HORRIBLE but also lots of opportunities for fraud. I am hopeful that at least the moneys that to to the faith based charities is better spent and produces better results.
