But you're probably right.

Then there is the ABM research and development. I've objected to funding in ABM for over 20 years and through every administration. An unbelievable waste of funds, destabilizing, and ineffective as protective mechanism in the best of cases. Other than that, it's a fine expenditure of Defense dollars.
