For the record, I said that I supported federal funding of the national highway system, and I support continued funding of the brave men and women of the United States Coast Guard. My point was that it is not always easy to determine which federal program meets the standard of serving the national interest, or serving everyone's interest, and the other standards that have been proposed for determining whether a particular program or function merits federal funding.
