Of course they are, and so is every other agency of gov't when it comes to budget time. They are all self-serving, as would be every other dept. within a private business. There's nothing inherently corrupt about it (unless it's the Pentagon, of course).Private business does not "go bankrupt" when this occurs unless the accountants are committing fraud.

At the right price any insurance company will sell insurance for any risk

Wrong. It is impossible to get earthquake insurance in CA. The window of opportunity was opened a few years ago and then shut by all carriers. As far as sharing the risk is concerned, your auto insurance is structured to share the risk of liability in your state with all other owners. And that rate structure is calculated to account for all the scofflaws who don't carry any auto insurance at all-at least that is the case in CA. So you are already paying higher rates to account for all the damage done by people who don't have insurance.

They should make reserves for this kind of acts of God

This is why I say you are lost in a utopian fantasy. How's your municipality doing? Got lots of extra dough? Putting away a tidy sum for that BIG rainy day? Year after year after year? Name one county/state/whatever that would not find a way to tap such a reserve for other priorities, or else create a taxpayer revolt because their rates must be too high.--And the likes of you would be right in the forefront of such a revolt.

I think you would be surprised how many people, charities and family would come to the aid of the people that were truly in need.

Not surprised at all. It happens on a regular basis. But charity only goes so far. Basic necessities are one thing. But how many can finance low or no-interest loans to rebuild entire neighborhoods. Get real.
