A rebate does nothing to solve the serious problem of the government over collecting taxes. No, you get the biggest long term economic bang by far by cutting tax rates across the board.

Since the preposterous $1.6T was projected over a number of years (maybe 8) based on projected surpluses that have no good basis, I would propose a taking an initial $200B, if the money is actually there and sending it back as an equal rebate to all tax filers. This probably would result in a $200-400 rebate per filer.
