Someone other that me will have to advise you on the road to take with this one. I suspect that the problem (if it is one) stems from the fact that Windows Me has no real mode dos. Since you're not running it in rescue mode but just for the time it takes to fix a problem and it boots you into safe mode instead of windows I wouldn't worry about it. If it will boot, I would assume you could use it to attempt a fix. None of the following links are suggested by me, just hoping they will lead to the answer you're looking for.
