I doubt it. Consider this language "Because insider trading undermines investor confidence in the fairness and integrity of the securities markets, the Commission has treated the detection and prosecution of insider trading violations as one of its enforcement priorities."

Does this sound like something that they say "well, just don't do it again"?

There is probably a reason why when you read about an insider trading case, the violators are never described as a second or third time offender.

It matters because maybe GW did receive the standard punishment, whatever that is. How do you know he didn't if you don't know what the usual punishment is in that situation.
