I believe he needs to get off to a quick start so although his tax plan talks to 2004, the greenspan rate cuts talk to W's need to really get control of congress in 2002. To get there in 2002 we need a recovery in 6 months. So perhaps its a dual strategy of the fed fighting the short term agenda and the tax policy long term. Mike

PS Bush has a honeymoon underway and Clinton's departure has been a disaster. As each day of "recession" goes on though, Bush will get the recession tag. It is in his interest to get a quick turnaround.
