Can't say about Bush, but do you really believe that Reagan had so little knowledge about what was going on during the events of Iran-Contra? If so, then who was leading the country? Someone, or some group, was making important decisions and taking actions that the President should have known about.

Did you watch the Bush interview about 12 years ago when Dan Rather asked him if he knew what was going on with Iran/Contra, and Bush answered back angrily "You don't judge someone's career based on just one incident."

Being the generous Republican that you are, I guess you would interpret that as a "no."
