Wasn't it a couple of months ago Intel was complaining they were behind schedule on the FAB because they couldn't find sub-contractors? Maybe it was a good thing...

This is not really a new thing for intel to do. I recall when intel was building out F12, and they had 1/2 the Fab up and running, while the other half was behind a sealed wall and they were still laying the raised floor tiles. Actually I recall it was kinda cool, to be able to peek through the windows, and check the progress.
