I recall Bush mentioning drilling the ANWR as far back as September, maybe August, last year. When did the California energy crisis come to a head? Thought is was January or this year...

Granted..it now gives TWO big reasons to drill the ANWR: OPEC and Californians right to drive SUVs long distances and consume massive quantities of gasoline and get cheap energy prices so they can by bigger and bigger houses and not insulate the Eichlers...

I don't see the justification as either stupid or corrupt, but it may be dishonest. Bush was pushing the policy before he mentioned anything about California, he was just looking for another justification for it. That justification that he provided was extremely weak logically, but might be useful politically.
