[Verizon Wins Bid to Sell Long-Distance in Massachusetts]

WASHINGTON (Reuters) - Verizon Communications , the nation's
largest local telephone company, on Monday won permission to
offer long-distance service in Massachusetts despite concerns
about access to its lines by competitors.

The Federal Communications Commission voted 3-1 to approve
Verizon's bid to enter the $2 billion market, but it comes
after the company refiled its application to address concerns
raised by antitrust officials and rivals that the company was
not fairly making its lines available for high-speed Internet
service.

Before the local Bell companies created by the 1984 break-up of
AT&T can offer long-distance telephone service, they must pass
a 14-point federal checklist proving that their local networks
are open to competition.

Verizon has already won FCC permission to sell long-distance
service in New York and must win approval in at least half of
its home region within the next few years to be able take back
most of its equity stake in Internet backbone service Genuity Inc.
