AS Terms on this agreement is still out and timetable is like 2 years out. Lucent is under the gun with SEC investigation. I would stay clear until they resolved revenue issue.

Over the next two years, the network will be expanded and will provide
direct links to other leading commercial and financial centers including
Geneva, Zurich, Madrid, Singapore, Buenos Aires, Caracas and Mexico City.
Verizon and Lucent currently are negotiating the final terms of the
agreement.

Lucent Tech (LU) 15 -0.36 (-2.3%): Seeing some weakness in stock after S&P and Moody's lower debt ratings to a notch above junk. Rating downgrades appears to be causing some collateral damage in LU suppliers, as investors worry that company could find it difficult to fund growth through the commercial paper market.
