If North Korea falls apart and some crazy faction gains control of nuclear missiles they might not be. If the NK decides to use nuclear blackmail they might be able to cause the US to back down in some situation if they can play a better game of chicken even if they have the sub compact and we have the 18 wheeler.

BTW, did you see where Sen. Arlen Specter (PA) is bucking for a Clinton Impeachment? This because of the Marc Rich pardon. Seems someone (Pres. Fords legal team) discovered that you CAN impeach a President after they are out of office. At this point it might work...
Now what good would this serve? Think hard.

You may not be aware of the fact that the North Korean leader doesn't have it all together in his head.

Suppose he commits a mass murder and kills all people of LA. Do you think the dead victims will feel much better about being dead because they are aware of the fact if we will kill millions of innocent North Koreans as a payback?

Given the first-hand reports I've seen regarding the conditions in North Korea, I have to disagree with you. The totalitarian state in PDK is so backward and self-destructive that the missiles pointed there serve almost no deterrent whatsoever. In fact, sending a few nukes North Korea's way might raise a few objections from South Koreans, Japanese, and Chinese who would prefer not to have radioactive fallout in their backyards.

Now as for the viability of the missile defense system, I personally have my doubts. Patriot missile batteries work well in neutralizing the "perceived threat" of Scud ballistic missiles (if not the actual threat), but taking out nukes with any real effectiveness is a long-way off.
