KLP: I believe I can say that Bush and Harris "knew" they were violating the law because they had already been told by Florida courts(of Appeal)on two occasions that it was illegal to require out of state felons to petition the governor for restoration of rights they already had when they entered the state. I don't have the citations for the cases because I don't have the information with me at the moment and it is not currently viewable online. I'm sure I can dig up the cases and perhaps view them from another source. As for the Motor Voter Law, I am not aware of just how that was passed, how it broke down for and against, what provisions it may have for verifying citizenship--though I agree it should have such. How could a law as sweeping as this have such a gaping loophole without substantial opposition? I don't have the answer to that.
