To browse without images, choose Tools, Internet Options, and click the Advanced tab. Scroll down the list of options and deselect Show Pictures in the multi media section. Then recheck it and see if it helps. This feature is intended for people that want to browse without waiting for images to load. I have had this problem on a small scale before and this seemed to do some good. Could just be the result of a webserver error...not your fault. If this doesn't help, I'd try the ie repair tool.

tc's advice is right on. you could also post the links that are displaying these partial fills and someone else with ie5.5 can try them too.
