We do not live in a clearly top down world. Elections still bring about changes in power; interest groups still have leverage; parliamentary factions still can hold the balance of power and get concessions. For example, the tiny ultra- orthodox parties in Israel manage to get concessions like funding for their schools and military exemptions for their students because it is rare that a government can be formed without dealing with them. As long as there are multiple actors, there will be no monolith......
