that sounded just as "sell" but they usually don't change rating that drastically without some major news release.
Changing from "buy" to "sell" without news make them look bad

He could have just as well rate it "sell".

You almost never get sell ratings, esp. for large companies that have any degree of respect. Intel did have an "Avoid" recently though..
