China authorises first online stock brokers
RAYMOND LI in Beijing The China Security Regulatory Commission has licensed 23 Chinese stockbrokers, including the high-profile China Galaxy Securities and China Everbright Securities, to do business online. These firms are the first group of licensees approved by the commission since April when it issued provisional online stock brokering rules, Xinhua News Agency reported on Monday. Zhou Huidong, an information administrator with the commission told SCMP.com that the approval of licences would help China's 40-plus stockbrokers do business according to the law and manage their online risks properly. Online brokering by unlicensed companies was illegal in China, Mr Zhou said. China News Service has reported that about 50 companies other than brokerages are doing online stock business. Licensed brokers must post notification messages on their Web homepages to show they are licensed. Brokers also had to notify customers the licences were not security guarantees from the commission, said Xinhua. To monitor online brokering, the commission requires brokers to submit monthly reports on finances, trade volume and the number of customers. Mr Zhou said the commission rejected some applicants for technical reasons, but that they were encouraged to re-apply with better proposals. Meanwhile, he said, these applicants could continue experimenting with their online brokering systems. Brokers had rushed to experiment with online systems since April, Xinhua said.
