The holocaust is not a good example for this discussion
because society wasn't sanctioning the behavior although it was keeping its
collective head down. The holocaust was carried out by criminals by force.

I think that's too easy. The "criminals" who carried out the holucaust by force were, at least initially, the democratically elected government of the country.
