I was talking about proactive interdiction for youth at risk. Not convicted criminals. We took Cuba's criminals and they weren't even going home at the end of three years!! But seriously, the kind of training I'd propose would be equivalent to the "A" schools that Navy operates. There is already a curriculum. It is self-paced from "programmed instruction". Actually, not too bad.

If third world countries see this youth corps doing good things in our own country (repairing roads, tending the infrastructure, building low-income housing, and that kind of thing) we won't be able to keep them from wanting them.
