It is viscerally pleasing to contrast the moral individual with the amoral mob, but it remains true that the sole tangible restraint on individual immorality is rules and sanctions created and imposed by the mob, which we call society. Of course, when societies adopt a code that embraces formerly prohibited behaviour - a situation that occurs primarily in societies that are under or have recently been under great stress - there is nobody to restrain the individuals, who promptly go berserk.
