Now that my cable operator has replaced more outside equipment, I decided to collect some anecdotal evidence comparing Internet access using my two computer systems...My wife operated one computer while I operated the other. Neither computer had any programs running other than their ISP software. We pressed the "Enter" button at exactly the same time to access six websites I frequent daily. The table below shows the amount of time required to fully load each site during two comparative tests:

Without thinking about it too much, and without diagnostics, ... sounds like the problem is with the cable provider acting as ISP (not the cable service itself).

I peaked ahead and noticed that William gave you a link to VitalAgent from LU which is an indispensable (and free) diagnostic tool. I've been running it for about 9 months and before that ran its predecessor (NetMedic) for several years.

You can trap data to upload to your ISP (or telco) to assist them in assisting you.
