There is no bankruptcy, and there is a dispute about how this came about. Most states underestimated Medicaid costs, which is the primary culprit. So, yes, it is a misrepresentation, as much as Chicken Little yelling "The sky is falling!"

Isn't Texas one of those that relies more on sales taxes for state revenue as opposed to income tax? The rust belt should be getting particularly hard hit with the manufacturing shutdowns.
