You can't pledge IRA assets as security. See Prohibited Transactions in link below.

There are brokers who will let you do long puts in an IRA. I believe Fidelity, Brown & Co, and Benjamin & Jerold are a few brokers who allow it. B&J seems to be the most options friendly for an IRA. stockoptions.com

re: shorting in IRA. You can also see if your custodial has agreements with Rydex Funds and ProFunds. Both offer Short funds.
