Yes, WebCache varies between 8-10% of revenues, but is a very important component in the content management/distribution network design. The caching devices sit at the edge of the network, delivering content. Filers sit in the center, storing content. WebMange overlays the whole thing, managing the storage and distribution of content. Kind of a traffic manager or switch. Data ONTAP (OS) sits on all the filer and caching devices providing efficient data serving to and from the disks, lowering sys admin costs, etc.

The point being, as the EMC/CacheFlow alliance emphasizes, the content mgt/dist network requires storage, caching, and management software.
