Hank, I would say that the decision to have civilians at the helm of a nuclear sub came from the very top, I can not imagine anyone at the rank of Admiral or lower doing it willingly. This stuff has got to be some sort of favoritism to industry cohorts or campaign donars. But you are right that I was too quick to blame Bush, most likely was approved under Clinton's watch. But I expect Bush to fix whatever policy allowed it and for this stuff to stop!
