Capx has stalled in the most obvious area Telco land, which is a weak sector to begin with, but how much has it stalled in the other areas? The reason everything is happening so suddenly is fact that corporation have a handle on what is happening company wide quicker, and in some case real time, then ever before during an economic downturn. Because of the above, I feel CEO's can see the value of IT spending more then ever. The more savvy CEO's will take advantage of this time out to stream line their companies by replacing efficient employees with continued IT spending. We are going to get a good indication of IT spending from the one of the more efficiently run companies on the planet when DELL reports Thursday after the close. While it could very well be too soon to come to conclusion on corporate IT spending from DELL's report, as opposed to next quarter, DELL's report does comes much later in the quarter, so it might offer a better window to what is really happening then other PC vendors who are more tightly interwoven with the consumer that report already. I'm convinced that the key to the reversal to the slow down is speed of the inventory reduction and how consumer perceived their future economic security. Inventory reduction should happen fast given the accuracy in tracking inventory corporation have now. The x factor is the consumer, rate reduction and tax reduction both help greatly in that regard.
