why not put a plane in the air during these exercises

A plane in the air does not know where the sub is so couldn't offer much advice. A plane can not communicate with a submerged sub so there really wouldn't be any value.

It's very unfortunate that this happened, but surfacing a submarine is probably the most dangerous thing that it does. Running silent and deep they are in their element. Surfacing is taking them out of their element. They can't hear as well, the only sight they have is through the periscope until the get the sail opened up. Scary time.

Someone just dropped the ball. The only thing good about surfacing is that you always want the cycle numbers equal when the patrol is over. Same number of surfaces as dives if you catch my drift:)
