OT - Greenspan clearly said that the net deficit or surplus is a function of revenue in and expenses out. When they equal that is what he and we call a balance. In Reagan's time not only was spending up, but the so-called Lafer curve of increased revenue via tax cuts did not materialize. The net result is much much higher expenses than revenue. The debt had begun decreasing because revenue increased faster than spending. You put many words in Greenspan's mouth.
